I have NL2000 v4.0 libraries installed. When I tried to install nl2k_v4.02_eheh.nl2 the NL2000 installer said I needed to install NL2000 v4.0 libraries.
Note, I have installed two other airports EHKB & EHLE without any problems.

Do you have the latest version of the installer and library installed?

Because the newest version of EHEH is nl2k_v4.11_eheh.nl2 I suspect you are using not the newest installer and library.
