Problems re-installing NL2000

I had to re-install NL2000
At first I installed NL2000V4Installer. No problem. Then I installed nl2k_4.06_libraries.nl2.
After that I got errors like.
"Toegang tot het pad C:\Programdata\Microsoft\FSX\Scenery.CFG.nl2 is geweigerd"
Ok.. I installed Steam, so this isn't the right path.
How can I fix this?
