V3 se Installation Problem win7 64Bit

Hi All
I get the following errors when installing the scenery
NL2000 V3 installer is unable to create a shortcut to C:\NL2000V3\featurepanel\Featurepanel.exe
An attempt was made to load a program with an incorrect format. (Exception from HRESULT: 0x800700B)
NL2000 V3 installer is unable to create a shortcut to C:\NL2000V3\setup\nl2000v3.exe
An attempt was made to load a program with an incorrect format. (Exception from HRESULT: 0x800700B)
NL2000 V3 installer is unable to create a shortcut to C:\NL2000V3\manual\Handleiding_nl2000_v3.pdf
An attempt was made to load a program with an incorrect format. (Exception from HRESULT: 0x800700B)
NL2000 V3 installer is unable to create a shortcut to C:\NL2000V3\manual\manual_nl2000_v3_UK.pdf
An attempt was made to load a program with an incorrect format. (Exception from HRESULT: 0x800700B)
Clicking ok to these errors allows me to carry on with the install and the scenery works perfect in FS2004 but i can`t change any of the settings with the feature panel
My system is FS2004 Sp1
Windows 7 64Bit
Any help is appreciated.
I`ve changed the user account settings to the lowest settings and re booted the sysytem and ran the installer as Administrator but still get the same errors.
