pixel resolution in FSX versus FS9

From the NL2000 manual, I see the NL scenery is shown at 1m/pixel. That's why the scenery looks so good and sharp. Every house is visible!

The new payware vfr scenery for FSX for the UK by Just Flight is at the same resolution-1m/pixel.

Now I've been told that FS9 can only show 19m/pixel. but if so-
1.we couldn't enjoy NL2000.
2.the vfr sceneries for FSX should be good for FS9, bur Just Flight says definitely no!

it's a mystery to me.
