EHRD missing in nl2k V4.09

I am trying to install EHRD in FSX
Installer 4.0.79 , nl2k_v4.09
All seems to work well , but for Rotterdam airport I see no buildings or tower . I do see buildings in Rotterdam centre
Checked the libraries : Sequence is correct , according to the manual
In the V4 directory , I see the installed stuff , including nl2k_v4_EHRD and EHEH
In FSX EHEH looks good , but EHRD fails
What can be wrong here ?

Are the settings of "scenery complexity" possible too low ?
