Maybe a stupid question, but is something new about the 4.06 library torrent?

Reason for my asking is that the 4.06 version library is already available through the version 4.0 download page.

No, the 4.06 Library is not new. But because we expect a lot of new users to only install EHAM we want to have enough people sharing the necessary library files.
